Recently, the major national research and development program “Key Technology Research and Equipment Development Concerning Port Disaster-inducing Factors (program number: 2019YFC0810900), led by Shanghai International Travel Healthcare Center (Shanghai Customs Port Outpatient), has been approved and implemented. The program has selected four typical inspection scenarios (port goods yards, ships, aircraft, and entry-exit personnel gathering places) to study the disaster mechanism and classified evaluation system of disaster-inducing factors. In addition, it has developed rapid real-time high-sensitivity detection techniques, developed intelligent inspection equipment and work protection and rescue equipment for port inspection safety, and established standards and norms on disaster management. These achievements have been put into demonstration applications in major ports in China, with the purposes of realizing intelligent monitoring over port disaster-inducing factors, offering real-time early warning and efficient protection, and improving the ability to respond to sudden public safety incidents.
The Port&Shipping ecological safety team of SHOU, led by Professor Wu Huixian, undertook the intelligent sampling of ship ballast water and the research and development of field disposal equipment. Ship ballast water is a major object of ocean-going ship hygiene inspection, and an important path for the invasion of marine microbial invasion and the spread of major epidemic germs (such as vibrio cholera). In 2004, the International Maritime Organization (IMO) established the International Convention for the Control and Management of Ship's Ballast Water and Sediments, which formally took effect in September, 2017. China joined the convention on January 22, 2019. In the field of ballast water hygiene inspection, our Port&Shipping ecological safety team has engaged in long-term cooperation with related functional departments of customs, and achieved fruitful research results. By developing key techniques on ship ballast water hygiene inspection and disposal, constructing an all-round technical system for ballast water hygiene inspection, and building related equipment, the program will greatly improve port ballast water inspection capacity and international technical performance level in this field.
