To promote the development of oceanology education, to innovate the pattern of marine talent cultivation, and to serve the Strategy of Maritime Power, SHOU took another new step in its transformational development. On May 9, SHOU grandly held its Establishment Meeting of the College of Marine Ecology and Environment, the College of Marine Culture and Law, and the Department of Physical Education and Sport in theMultimedia Information Center Room 104. Present at the meeting were SHOU leaders; the leading members of the College of Marine Ecology and Environment, the College of Marine Culture and Law, the Department of Physical Education and Sport, the College of Fisheries and Life Science, and the College of Marine Sciences; middle-level cadres (chief leaders); members of SHOU’s academic committee; and all the teachers and students of the “Two Colleges and One Department”. Li Jiale, Vice President of SHOU, announced the establishmentof the College of Marine Ecology and Environment, the College of Marine Culture and Law, and the Department of Physical Education and Sport. The meeting was chaired by Wang Xiping, Deputy Secretary of the CPC Committee and SHOU Vice President.

Cheng Yudong, President of SHOU, gave a speech at the meeting, in which he pointed out that the establishment of the “Two Colleges and One Department” represented a major measure taken by SHOU to embrace the opportunities created by China’s Strategy of Maritime Power and “Belt and Road Initiative” and by the construction of “a scientific innovation center with global influence” in Shanghai, and that it was also a strategic choice for SHOU in realizing its transformational development, improving its quality and serving the systematic layout of its subjects. Such change is made exactly at the right time under the right context.
Cheng emphasized, the establishment of the College of Marine Ecology and Environment, the College of Marine Culture and Law, and the Department of Physical Education and Sport is both an important symbol of SHOU’s comprehensive reform, and a brand-new opportunity for its development.

To further optimize its subject layout and institutional setting, SHOU established the “Two Colleges and One Department” in line with the Future Strategy of SHOU for 2030 and Development Plan of SHOU in the “13th Five-year Plan” Period and according to the decision made by the 29th session of the standing committee of SHOU CPC Committee (held on November 29, 2016).
After more than half a year of preparations, the “Two Colleges and One Department” were formally established. So far, SHOU has built eight oceanic colleges (that is, the College of Fisheries and Life Science, the College of Marine Sciences, the College of Food Science, the College of Marine Ecology and Environment, the College of Economics and Management, the College of Engineering,the College of Information Science, and the College of Marine Culture and Law), and preliminarily created the first-class subject layout of a high-level university with unique features.
