Deputy Director Liu Xinzhong of Sea Fishery Administration of the Ministry of Agriculture Visited SHOU for Investigation

On the morning of September 14, Deputy Dreictor Liu Xinzhong of Sea Fishery Administration of the Ministry of Agriculture, accompanied by Director Zhao Liling of the Deep Sea Department and Director Guo Yi of the Monitoring and Market Processing Department, visited SHOU for the special investigation on the deep-sea fishery. SHOU Vice President Li Jiahe, and leaders, faculties and researchers from the university office, College of Marine Science, National Deep-Sea Fishery Engineering and Technical Research Center, Deep-Sea Fishery Training Center of the Ministry of Agriculture and China Deep-Sea Fishery Data Center attended the investigation symposium.

Li Jiale briefly introduced the recent development of SHOU. Focusing the specific contents of investigation, Professor Chen Xinjun, Dean of the College of Marine Science, introduced the work and achievements from two aspects, i.e. “SHOU’s history in participating in the deep-sea fishery” and “main achievements during the period of the ‘12th Five-Year Plan’”. Besides, he introduced the future development objectives and missions from four perspectives, i.e.  cognitive ability, controlling ability, development ability, and cultivating ability. Meanwhile, he also mentioned the policies and supports required from the authorities to construct the platform, enhance the international contractual capacity, promote scientific researches and achievements and carry out trainings and practices. Associate Professor Tian Siquan, with a speech themed on “Suggestions for the Enhancement of International Contractual Capacity”, shared with the participating experts and leaders his working experiences in NPFC, introduced the process of negotiations among international organizations, and pointed out that it would help Chinese deep-sea fishery gain controlling power and more international discourse rights if our scientific and technical experts on fishery participate in international organizations. After that, the two parties has in-depth discussion and exchange with each other.

The concluding remarks of Liu Xinzhong fully recognized the great efforts and outstanding achievements that SHOU had made in the development of deep-sea fishery at present and in the past and expressed his high respect to the older generation of scientific and technical experts on fishery. He pointed out that the deep sea fishery is an industry with high risk requiring strong technical capacity and high attention, so it demanded a great number of inter-disciplinary talents in deep sea fishery. The training of inter-disciplinary talents in deep sea fishery involved not only the fishery resources but also the underlying scientific and technological supports and the completion for international discourse right. Besides, the deep sea fishery data plays a critical role in the negotiation of inter-governmental agreements. All such things cannot be separated from the supports of the universities and scientific research institutions. He hoped that the joint efforts of all parties would further strengthen the cultivation of inter-disciplinary talents and the researches on international and domestic fishery policies, thus making greater contributions to the development of Chinese deep sea fishery.

Before the investigation symposium, Liu Xinzhong and accompanying officials visited and made field surveys in National Deep-Sea Fishery Engineering and Technical Research Center, Deep-Sea Fishery Practical Training Base, Chinese Deep-Sea Fishery Data Center, Global Fishery and Sea State Information Service Center and Fishing Remote Sensing and GIS Laboratory.
