In accordance with Notice of the Shanghai Municipal Leading Team Office for Comprehensive Reform on Filing SHOU Deepened and Comprehensive ReformPlan (2015-2020) (HU JIAO ZONG [2015]No. 30), the Deepened and Comprehensive Reform Plan (2015-2020) was approved by Shanghai Municipal Educational Commission, filed and officially put into place.
The compiling work beganin March, 2015, and the draft plan was finished in July and submitted to the Educational Commission for approval.The plan was submitted after a rigorous process of listening to and soliciting opinions and suggestions from various sources, with repeated discussion byuniversity leaders and function departments of different colleges.It is based on the current development situation and bottlenecks facing the university, focusing on the key ideas of“deepen” and “comprehensive””, while at the same time highlighting innovative points, sorting out cross lines and consolidating the fundamentals. The main contents of the plan cover seven aspects in total and 34 specific measures, including the following: “improving thegovernance system of the university, and promotingthe construction of a modern university system”, “improvingthe moral education system of the university to foster morals and cultivate role models”, “innovatingthe reform of training modes and enhancingquality of talented students”, “acceleratingforeign exchange and cooperation, and boosting the influence and competitive edge of the university”, “deepening reform of the research system, and improving knowledge innovation and service”, “deepening reform of personnel and income distribution system to motivate the vitality of the faculty team”, and “advocatingreform for resource allocation and security system to enhance the strength of school administration”..
